When connectivity is unreliable, locally available documents can help staff consult information approved in advance. An AI model can add retrieval, summaries and language support. For shelters and isolated sites, this is a concept to validate with the operator, not a guarantee of service in every emergency.
Start with documents before choosing a model
Decide which information must remain accessible: approved procedures, building manuals, authorised operational contacts and current information materials. Keep direct access to the original documents independently of AI. Generated summaries and translations need review, especially where ambiguous wording could change the meaning.
A local collection does not automatically receive updates issued during an event. Dates, sources and responsible owners should be identifiable. Official communications and directions from qualified personnel retain precedence over generated content.
Local does not mean ready to run offline
An offline test needs a prepared machine: downloaded models, available runtimes, imported documents and working access. Features using APIs, email or other remote services remain dependent on connectivity. Identify them before the test, rather than discovering them when the network is unavailable.
T-Chat offline operation requires a valid licence and is subject to its permitted offline window. Do not plan indefinite isolation without verifying activation, duration and renewal. Testing should cover the full intended operating interval agreed with the supplier.
Power, networking and recovery are part of the project
The machine, network equipment and access devices all require power. Backup power should be sized by qualified personnel using the actual load and the site’s conditions. A dedicated enclosure alone does not demonstrate ruggedness, energy autonomy or suitability for a shelter.
Prepare a recovery procedure with document copies, tested backups, securely held credentials and an assigned maintenance owner. Retain communication and information channels that work when the AI node is switched off.
A useful pre-deployment test
- Verify access to original documents and the sources behind answers.
- Test local tasks without external connectivity in an agreed test environment.
- Check licence duration, machine load and intended user numbers.
- Test recovery after shutdown and the availability of alternative procedures.
Italy’s Civil Protection planning guidance addresses response organisation, roles and resources. An information node should fit within the site’s plan under the relevant authorities. Ready.gov Business also includes communications, business continuity and IT recovery in organisational preparedness.
The T-Chat proposal is information support to evaluate through a pilot. It is not a certified alarm, rescue or medical decision system, and does not replace qualified operators, official instructions or emergency procedures.
